GST e-way bill system which was about to implement from February 1st is now going to be launched on 7th March 2018. While the Finance Minister wants to launch the E-way Bill earlier as possible, while the National Informatics Centre (NIC) wants to begin the tried and tested e-way bill from 1st April.
A senior official has said that “We want the e-way bill to be implemented from March 7th, but it depends on the NIC, who wants to implement it from April 1st”. The finance minister wants it earlier beginning to control money and prevent revenue escape.
The e-way bill system which was supposed to be launch from 1st February has crashed due to the technical glitch, but now it may begin from March 7th as said by the council.

While the inter and intra-state e-way bill was presumed to be started from 16th January, the council has announced that the states can choose their own time of documentation but, before 1st June 2018.
This e-way bill permits the faster movement of goods through seamless portal-driven payment method. As earlier, the truck movement of crisscrossing is changed, it causes disruption between traders and transporters. This turmoil forced the GST council, the finance minister Arun Jaitley and other state and central officials to push-back the compulsory generation of the inter-state e-way bill.
The centre has now asked the NIC to increase its capacity from 50,000 per minute to few more thousands so that the system won’t collapse again, as, on the day of launch, the traffic will be very high, said the officials.
While the officials have said that, the prime rule of e-way bill method of transporting goods worth more than 50,000, outside or inside the state, through online registration may be changed, but for the time being only.
To generate a GST E Way Bill, the suppliers and transporters will have to upload details on the GST network portal, after which a unique e-way bill number (EBN) will be provided to the supplier, the recipient and the transporter on the common portal.
“The idea is to organise the portal with less-number of bills and reduce the loads as much as possible”, said the official.
The responsibility of developing an e-way bill system was given to NIC in September and it was decided by the GST Council on October 6th, that the system will start from compulsorily from April 1st, 2018. However, the Council meet through Video-conference and control the revenue leakage, two-months ahead from the earlier decided date.
