The GST E-way bill is developed by the National Informatics Centre (NIC) which has built the IT backbone of Goods and Services Tax as well and meant to be generated when the value of goods more than Rs. 50,000 is shipped intra-state or inter-state. The E-way bill is required to include details such as information about consignor, recipient, goods, and transporter.

The bill is an important part of the GST regime and meant for tracker of cargo transportation on road in form of a digital document. The E-way bill first introduced on January 15 on trial basis in 4-5 states. Later on February 1, 15 states had introduced an intra-state bill in relation to the necessary inter-state bill but the technical glitches in the portal made it to deferred for implementation till 1 April 2018 and 20th April 2018 ( Jharkhand, Bihar, Haryana, Tripura, Uttarakhand and Himachal Pradesh) for the second phase of intrastate case. So here are the points need to be considered before implementing GST E-way Bill:

Solve Out Technical Glitches

During a trial period, the implementation of E-way bills created major issues on a portal and this made the business in confusion and halt state. At some places, even the shipments were being seized and a system was facing continuous errors in generating the bills.
So, now we expect the bill to be generated with stability and updated so that industry does not face any sort of technical glitches. It is expected that 25-50 lakh e-way bills will be required to generate each day and it can even extend to 75 lakh per day. To manage the load, the government needs to create an extra server in sort of emergency lending of server management.

Prepare Appropriate Offline Utility

With the E-way bill portal, it is also necessary for the government to develop the mobile application as well. The mobile utility will not only create the easy accessibility for business but it will also speed up the process because the generation of an e-way bill through mobile will only need simple clicks. One of the reason is also the low network coverage throughout the geographical boundaries of the country. As the logistics and truckers may try to change some details within their GST e way bill application before reaching the destination, they may access the offline utility even in the low network range, do the changes and it automatically gets saved while one gets back to the network area.

This way is more towards the taxpayers as it creates a simple user interface and helps them to sort out the problems faced in dealing with e-way bill generation.

  1. REGISTRATION OF FREIGHT CARRIER MUST BE ACCOMPANIED WITH ONE UNIQUE I/D. TO THE INDIVIDUAL FOR GENERATION OF EWAY BILL BY THE SUPPLIER OF THE GOODS. Moreover, THIS WILL HELP TO ASSESS THE BUSINESS DONE BY THE VEHICLE OWNER FOR I/T. PURPOSES. IF IT IS SUBSTITUTED AS AFORESAID; THIS WILL RESULT IN MULTIPLES!

    OR, THE GOVERNMENT SHOULD MAKE SUITABLE NOTIFICATION, SO AS NO TRANSPORT CAN DO BUSINESS WITHOUT GETTING REGISTERED HIMSELF ON GST PORTAL.

    IN MY OPINION, THE FORMER CLAUSE IS MUCH BETTER THAN OF LATER.
