MCA Notifies New CRF (Change Request Form) on V3 Portal

MCA General Circular No. 02/2024 for Change Request Form

The Ministry of Corporate Affairs (MCA) released a circular on February 19, 2024, announcing the introduction of the Change Request Form (CRF) on the MCA-21 platform. The circular hereby informs stakeholders about the accessibility of CRF on the V3 portal, improving the user experience of MCA-21 services.

The CRF, available online, is specifically designed for exceptional situations. It allows stakeholders to submit requests to the Registrar of Companies (RoCs) for purposes that cannot be dealt with by existing forms, services, or functionalities at the Front Office (MCA-21 service users) or Back Office (RoCs) levels.

The main objectives of this form include correcting Master Data and complying with particular orders from Courts/Tribunals, which the current MCA-21 system’s forms or services do not accommodate.

It is expected that RoCs will process the form within three days of submission and then forward it to the Joint Director (e-governance cell). The Joint Director will reach a conclusion on the matter within a maximum of seven days. This simplified method proposes to accelerate the resolution of requests filed using the Change Request Form on MCA-21.

The General Circular informs stakeholders that the Change Request Form (CRF) is now available on the MCA V3 portal to ease the process for MCA-21 service users. This online form should only be used in unusual conditions to seek certain actions from the Registrar of Companies (RoCs) that cannot be fulfilled by existing forms, services, or functionalities at either the Front Office (MCA-21 service users) or Back Office (RoCs) levels.

It should not be used as a replacement for any reporting, application, or registry requirements mandated by the Companies Act, 2013, and the Limited Liability Partnership (LLP) Act, 2008. If the purpose of the request falls under these requirements, the form will not be accepted, and such requests must be made through the appropriate reporting channels and help desk facilities.

The primary objective of this form is to address Master Data rectification and comply with specific orders from Courts/Tribunals that generally cannot be accommodated by the existing forms or services on the MCA-21 system.

RoCs should process the form within three days of submission and then forward it to the Joint Director (e-governance cell), who will process and conclude a decision within a maximum of seven days.
