On the 24th of July 2023, the exemption declaration functionality would have been live on the e-invoice portal, GSTN stated.
This feature is intended for taxpayers who have e-invoicing enabled by default but are excluded from applying it under the CGST (Central Goods and Services Tax) Rules.
e-Invoice Exemption Declaration Functionality Features are Stated as-
- The e-invoice exemption declaration feature would be voluntary and could access on the e-invoice portal (einvoice.gst.gov.in).
- The same feature would be applied to the assessees who are exempted from e-invoicing under the CGST rules.
- The same would be essential to see that any declaration that has been incurred through the same feature shall not revise the e-invoice enablement status of the assessee.
- It is the person’s obligation to decide whether to provide an exception in light of the numerous Notifications the government has published and to disclose that choice on the portal.
- The utility to report exemption declarations is only available to help businesses.

The GSTN advisory mentioned that the utility to report the exemption declaration would be for the ease of the business objectives. On 29th June 2023, the GSTN would have furnished an advisory for the online compliance related to the liability/difference that appears in GSTR1 – R3B (DRC-01B).
