New E-Way Bill System Updates (Effective 2025)

The GST Network (GSTN) has made several changes to the E-Way Bill system in 2025 to improve security and compliance. Here’s what’s new:

Main Updates (From January 1, 2025)

Multi-Factor Authentication (MFA): To make logins more secure, users must verify their identity using more than just a password (like an OTP or app code). This is being rolled out in stages:

  • From Jan 1, 2025: Required for businesses with turnover above ₹20 crore.
  • From Feb 1, 2025: Required for businesses with turnover above ₹5 crore.
  • From Apr 1, 2025: Required for everyone using the E-Way Bill system.

Time limit to generate an E-Way Bill: You can now generate an E-Way Bill only within 180 days of the invoice date. For example, From January 1, 2025, you can’t create an E-Way Bill for any invoice dated before July 5, 2024.

Time limit for extending an E-Way Bill: You can extend an E-Way Bill’s validity, but only for up to 360 days from the date it was first created.

New backup E-Way Bill portal: A second portal (https://ewaybill2.gst.gov.in) started on July 1, 2025. It helps when the main site is slow or down. Both portals are connected and update data instantly.

Rules for Interstate (Between States) Movement: The rules for moving goods between states are mostly the same across India:

  • When it’s required: You must generate an E-Way Bill if the shipment value is more than ₹50,000, including for:
    • Regular supply
    • Return of goods
    • Stock transfers
  • Mandatory regardless of value: Even if the goods are worth less than ₹50,000, you still need an E-Way Bill for:
    • Goods sent by a principal to a job worker in another state
    • Handicraft goods sent between states by someone who doesn’t have a GST registration

Rules for Intrastate (Within the Same State) Movement: Rules within a state can differ slightly from state to state. The general rule is: an E-Way Bill is required if goods are worth over ₹50,000, but some states have different limits.

Examples:

  • Delhi: ₹1,00,000
  • Tamil Nadu: ₹1,00,000
  • Rajasthan: ₹2,00,000 for movement within the same city, and ₹1,00,000 for movement to another part of the state (with a few exceptions).

Special rule for Gold: Starting January 20, 2025, an E-Way Bill is required for gold movement within Kerala, no matter the value.

Exemptions for Short Distances: If the distance between the sender and the transporter is less than 50 km (within the same state):

  • You don’t need to fill Part B (vehicle details)
  • But Part A (invoice details) must still be filled
