The council might recommend the requirement for definitive guidelines on the GST timing regarding spectrum allotment to telecom companies.
The council can specify for the telecom companies the payment of license fees and spectrum usage charges when paid in instalments or upfront.
On the condition of anonymity, the sources quoted that the council can discuss mentioning that GST shall levied to be paid when the payment is made or due whichever is earlier, if full upfront payment is been made via the telecom operator.

Likewise for the deferred payments the telecom operators shall file GST and when these deferred payments are due or made whichever is earlier.
Experts believe the same move shall assist the sector attain the tax certainty and transparency that asked for anonymity.
As per the sources, the 53rd GST Council may discuss the GST imposition on the allotment of spectrum to telecom companies and payment of the license fees and spectrum usage charges.
It could be clarified by the council that GST is applicable on the spectrum-linked payments via telecom companies on the deadline or the payment date whichever is earlier.
