The government has detailed the e-form CRA-4 and its relevant guidelines with due dates as well as the threshold limits of form applicability. The post also includes the annexures with the dates as part of overall compliance. Check out in detail below:

Part I – Law(s) Governing the e-Form CRA-4

Rule Number (s): e-Form CRA-2 is needed to get furnished pursuant to section 148(6) of Companies Act, 2013 and rule 6(6) of the Companies (cost records and audit) Rules, 2014 that are reproduced for your reference.

Section 148 (6): A company shall within thirty days from the date of receipt of a copy of the cost audit report prepared in pursuance of a direction under sub-section (2) furnish the Central Government with such report along with full information and explanation on every reservation or qualification contained therein.

Rule 6 (6): Each firm used to cover beneath the same compliance in a duration of 30 days from the date of receipt of a copy of the cost audit report filed by the Union government with the same report and through the complete details and elaboration upon every reservation or qualification prescribed in it in form CRA-4 and the fees mentioned in the Companies (Registration Offices and Fees) Rules, 2014.

The Intention of The e-form CRA-4

Every cost auditor hired will furnish the report of the cost audit to the firms in 180 days from the closure of the fiscal year in the form of CRA-3. Moreover, the firm will submit the same cost report to the government and the complete details upon each reservation or qualification which is pointed via auditor under the 30 days from the receipt of the cost audit report inside the Form CRA-4.

Part II – Instructions to fill the eForm CRA-4

The guidelines to furnish the e-form are mentioned in the below table. Only the essential fields which need the brief guidelines is to get furnished in the e-form are elaborated. The self-explanatory fields are not be elaborated.

6cIf the cost auditors report have any bad remarks Show that if the cost auditors report poses any bad remarks. If yes is chosen then insert the remarks.
6dIf the cost auditors report consists of any observations or recommendations Show that if the cost auditors report poses the observations or recommendations. If yes is chosen then insert the observations/ recommendations.
To be digitally signed byDeclarationInsert the serial number and the date of board resolution approving the signatory to sign and submit the eForm.
DSCDirector, Managing Director, Manager, CEO, CFO, or Company Secretary should sign the e-form digitally.
Formerly register, then please enroll it prior to signing this form.The disqualified director must not be able to sign the form. 
DIN or Income-tax PAN or Membership numberIf the eform is signed digitally by the director or managing Director insert the approved DIN.If the person digitally signing the eForm is Manager, Chief Executive Officer (CEO) or Chief Financial Officer (CFO) Enter valid income-tax PAN or DIN.If the individual digitally signed the eform is a Company Secretary insert an effective membership number.

Instructions to Furnish e-Form CRA-4

Pre-FillThe pre-fill button would be present more than once in the e-form. The button is present subsequent to the field that would be automatically furnished through the MCA database. 
Tap the button to populate the field. 
Note: one is needed to get linked to the internet to utilize the pre-fill functionality. 
AttachTap on the same document to browse and choose the document which requires attaching the e-form. All the attachments must be scanned in pdf format. One would need to tap the attach button respective to the document in which you are building the attachment. If you want to attach any additional document then tap on the optionally attach button. 
Remove AttachmentOne would see the attachments added to the e-form in the list of the attachment field. So as to eliminate the attachment from the e-form choose the attachment in the list of the attachment field and tap the Remove attachment button.
Check FormTap on the check form button post furnishing the e-form framework executes the form level validation checks if all the essential fields get furnished. The system shows the errors and gives you a chance to amend the errors. Amend the marked errors. Repeat tapping on the check form button and the system shall perform the form level validation once again. On the successful verification, a message gets prompt “Form level pre scrutiny is successful”.Note: No Internet connectivity is needed by the check form functionality.
ModifyThe modify button gets enabled, post to checking of the eForm via check Form button. 
For doing the amendments to the filled and checked form:

1. Tap on the Modify button.
2. Make the changes to the filled eForm.
3. Tap on the Check Form button to check the e-Form again.
Pre scrutinyPost to checking the eForm, tap on the Prescrutiny button. The system functions checks and prompts the errors. Rectify the errors. Again tap the Prescrutiny button. If there are no errors then a message gets prompted “No errors found”.
Internet connectivity is needed for the pre scrutiny functionality. You must attach the signatures prior to tapping on the pre scrutiny.

The fee is subjected towards the amendment in the pursuance of the Act or any rule or regulation produced or notification issued.

Processing Type: The e-form shall be processed in the STP mode and shall be “Taken on Record” through the framework. Upon processing of the e-form, the information shall be secured through MCA.

Email: When the e-form is enrolled through the council then the recognition of that is furnished to the user in an email form during the finish of the day of the email id of the firm.
