The Directorate General of Taxpayer Services, Mumbai Zonal Unit (DGTS, MZU), in association with the Associated Chambers of Commerce and Industry of India (ASSOCHAM U.P.-U.K.), conducted a webinar on “GSTAT Procedure and Recent Clarifications issued by GSTAT” on July 28, 2026.
The motive of the webinar is to promote awareness among taxpayers, tax professionals, and other stakeholders regarding the mechanism of filing appeals before the Goods and Services Tax Appellate Tribunal (GSTAT) and the latest procedural clarifications.
Shri Sumit Kumar, Principal Additional Director General, DGTS, greeted the dignitaries and participants. He mentioned that the functionality of GSTAT is a crucial measure for making the GST dispute resolution system stronger and supporting taxpayers in comprehending the appeal procedure.
The procedure for appeal filing before the Tribunal has been clarified by Hon’ble Dr Justice (Retd.) Sanjaya Kumar Mishra, President, GSTAT. He specified the newly rolled-out token system and suggested that taxpayers generate a separate token for each appeal.

He mentioned that the 60-day deadline for appeal filing will be counted from the date of token generation. He assured participants that technical problems on the portal shall be addressed via continuous enhancements.
Hon’ble Shri Rajiv Kapoor, Technical Member, GSTAT, cleared the Tribunal’s structure, jurisdiction, e-filing process, timelines, pre-deposit provisions and common filing mistakes. He said that taxpayers can generate a token by July 31, 2026, and finish the appeal filing within 60 days.
Er. D. P. Singh, President, ASSOCHAM U.P.-U.K., and CA Umesh Sharma, Central Council Member, ICAI, admired the taxpayer-friendly initiatives under GSTAT and outlined the significance of stakeholder feedback and capacity building.

The webinar also included expert presentations by CA Vinod Sharma and Shri Sanjeev Ahuja, IAS (Retd.), on the GSTAT process and crucial judicial developments under GST law. An interactive question-and-answer session addressed practical and technical problems of the GSTAT portal.
DGTS Mumbai, through this programme, has conducted 23 taxpayer outreach programmes since April 2026, repeating its commitment to promoting taxpayer awareness, voluntary compliance and better understanding of GST norms.
