The Directorate General of Taxpayer Services (DGTS), Mumbai and Ahmedabad Zonal Units, in association with the Western India Regional Council (WIRC) of the Institute of Cost Accountants of India (ICMAI), conducts a webinar on “Best Appellate Practices for GSTAT: Do’s & Don’ts” to create awareness regarding the newly operational Goods and Services Tax Appellate Tribunal (GSTAT).
Tax professionals, Chartered Accountants, Cost Accountants, advocates, departmental officers, industry representatives, students, and other stakeholders from across the country participated in the webinar.
Shri Sumit Kumar, Principal Additional Director General, DGTS, addressing the participants, mentioned that the operationalisation of the GSTAT shows a milestone in India’s GST framework by furnishing an efficient and transparent appellate procedure. He outlined that it is crucial to know the process of appellate and regulatory provisions for appropriate representation before the tribunal. It reduces unnecessary litigation and ensures timely justice.
The webinar featured expert sessions by Shri Pramod Kumar Rai, Member (Judicial), GSTAT, Rajkot; Shri Kishori Lal, Member (Technical), GSTAT, Rajkot; and Shri Deepak Mata, Deputy Commissioner, Mumbai Zone.

The speakers elaborate on the jurisdiction of GSTAT benches, the mandatory requirements of Form GST APL-05, common reasons for rejection of appeals, pre-deposit compliance, portal synchronisation issues, and practical pre-filing checklists to assist taxpayers and professionals in avoiding procedural errors.
DGTS mentioned its continued measures to make taxpayer awareness stronger via specialised GST outreach programmes. As per the department, the Mumbai Zonal Unit has already conducted four webinars on different aspects of GST appellate procedures, with the latest session, which is based on best practices for effective representation before the GST Appellate Tribunal and promoting voluntary GST compliance.
