Rajasthan Govt Announces 99k Crores Budget for 2016-17

The honourable Chief Minister of Rajasthan, Mrs Vasundhara Raje has made an announcement regarding Rajasthan Buget 2016 with Rs 99,693 crore annual development plan on March 8 (women’s day).

This budget includes Ujwal Discom Assurance Yojna scheme, projected a fiscal deficit of INR 43,147 crores. Mrs. Raje also announced VAT rebate for solar torches, biomass stoves, kerosene lamps, hurricane lanterns, kerosene pressure stoves, sugarcane, sattu, marble articles costing up to Rs 1,000, sewing needles, safety matches, kerosene wick stoves, camphor etc.

Products that made by the prisoners in jails were also exempted from VAT, it was reduced around 3-3.5 percent of the items of yarn.

The VAT rate has been also reduced from 14.5 percent to 5.5 percent of the all plastic products such as pickles, measuring tape, carpets, electric switchgears, SD cards, memory cards, pen drives and health fitness equipments.

CM has also announced that the VAT rate of the aerated water has been increased from 15 to 20 percent. She also decided the VAT of 5.5 percent on the semi-stitched garments and 5.5 percent on guar gum powder. The VAT rate has been enhanced 15 percent on all types of cigarettes and 2 percent on all hotels. The DLC rates of agriculture, residential and commercial lands remain same for the next fy.

To give encouragement to food processing sector, Mrs. Raje announced food processing units established in Food Park would get special concessions and subsidy apart from those mentioned in the Rajasthan Investment Promotion Scheme 2014 (RIPS 2014).

Mrs.  Raje allocated Rs 1,618 crore for 2,000 kms of ‘Gramin Gaurav Path’ and 4,303 road construction under PMGSY and Rs 2,950 crore for major work for drinking water. She also allocated Rs 1,945 crore for the Bisalpur-Jaipur water scheme. In these budget proposal, around 40,000 new agriculture connections will be provided in 2016-17.

Other noteworthy proposals of this budget are a hike 79 percent for development of the tourist department, airstrips development with Rs 17.88 crore, Rs 22.60 cror for development of Amber fort, Nahargarh, Jantar Mantar and Albert Hall, 100 percent subsidy for new home gas connection for residents around Sariska, Ranthambhor and Mukundra tiger reserves and new projects for organic farming in eleven districts.

Speaking on the announcement of Budget 2016, Mrs, Raje said, “It is a reform-oriented and all-round budget. We have tried to take care of all the sectors. I held pre-budget meetings with stakeholders in industry and others sectors and focused on growth in rural areas, youth, women and others.”

She further added, “If we have to keep pace with the modern era, we have to have digitally organised people. There is stiff competition among states…States which fail to compete and take such decisions will be left out.”
