Proposals to come in next GST council meeting on Delhi HC Order. Grievance Redressal Committees will be set up at the state and zone levels soon to assist trader and industrialists combating the technical issues on GST portal.
The committees will also have representatives from central and state GST officials, GSTN, tax professionals and trade-industry.
On orders of Delhi High Court, the proposals will be brought in this upcoming 38th GST council meeting
The Center has shown this momentum after the recent orders by Delhi High Court demanding a timeline from the central government and GSTN for setting up a grievance redressal mechanism.
According to Dheeraj Rastogi, Joint Secretary, GST Council, in view of the Delhi High Court on the Petition of Sales Tax Bar Association, the policy wing of the GST Council has been instructed that the creation of a detailed agenda for setting up of Grievance Redressal Committees at ground level, should be the central purpose of the 38th GST council meet.
This committee will include all stakeholders along with CGST, SGST
The court also blamed the government for not naming the nodal officers and not being on the portal. In this regard, the Council Secretariat has directed all the states to provide a link for their local website to GSTN. States have put a list of their nodal officers on their site. CBIC has already provided the list of its nodal officers to GSTN.
On November 28, the Delhi High Court severely reprimanded the chairman and CEO of GSTN for not fixing the technical problems that arise on GST portal and for not adhering to the court’s directions. On the same date, their personal accountability was also fixed by Delhi HC. The court also asked to submit a status report of all previous proceedings.
Sanjay Sharma, president of Delhi Sales Tax Bar Association, said that after the formation of zonal committees, the solution of problems at the local level will be expedited.

There are a total of 12 zones under Delhi GST alone. Similarly, taxpayers in every state are divided into dozens of zones. On 7 and 14 October, the representatives of the taxpayers and GSTN officials met on the court’s instructions and then on 16 November, senior officials of the GSTN themselves gave solutions to the problems along with a demo of the existing facilities in the Chamber of the High Court Judges.
The court had merged a number of petitions filed by the Bar Association following the complaints received continuously from the trade-industrialists.
