The government of Delhi has started a two-week training program for workers in the Trade and Taxes Department who handle the Goods and Services Tax (GST). This program aims to make their work better, more open, and to improve services for taxpayers.
This programme is being performed partnering the National Academy of Customs, Indirect Taxes and Narcotics (NACIN), started on June 15 and will continue till June 26. Three sessions are being conducted daily to equip officers with updated knowledge and practical skills in different parts of GST administration.

Chief Minister Rekha Gupta mentioned that the government remains devoted to making tax administration more effective, accountable and citizen-centric.
“The government is continuously working to provide better services to taxpayers and make tax administration more citizen-centric,” she expressed.
Showcasing the evolving nature of tax administration, the Chief Minister stated: “Tax administration today is no longer limited to revenue collection. It has evolved into an integrated system involving technology, law, investigation, analysis and public service. Therefore, regular capacity-building and training of officers are essential.”
This programme includes a distinct range of subjects along with GST fundamentals, taxation and tax collection, supply and valuation of goods and services, classification, Input Tax Credit (ITC), registration procedures, tax invoices, returns, composition schemes, e-way bills, assessments, audits, refunds, works contracts, job work and input service distributors.
The training programme will provide tax officials with practical, hands-on instruction on various aspects of the GST Network, including return filing, taxpayer registration, amendments, cancellation and restoration procedures, back-office operations, helpdesk management, and grievance redressal mechanisms.
It will also feature specialised modules covering intelligence gathering, investigations, interrogation methods, statement recording, witness examination, inspections, search and seizure operations, arrest procedures, detention and release of goods and vehicles, offence disposal, and the effective use of digital tools for tax investigations and enforcement.
Participants will receive comprehensive training on key legal frameworks, including the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).
The programme will cover essential legal and procedural aspects such as adjudication processes, drafting legal notices and orders, filing appeals and revision applications, obtaining advance rulings, and effectively handling litigation before the High Courts and the Supreme Court.
The training aims to strengthen participants’ legal knowledge and enhance their ability to manage complex tax and regulatory matters.

From this programme, officers will stay up to date on the latest legal provisions, judicial pronouncements, technological platforms, and departmental best practices, CM added. Also, she encouraged participants to actively engage in case studies, discussions, and practical exercises during the training period.
It is now mandatory for the newly appointed Assistant Commissioners, GST Officers, and GST Inspectors to participate. Also, the department’s designated master trainers will attend all sessions and thereafter act as resource persons within the department.
