No, it is not mandatory to have maths-commerce to pursue CA. Maths is there only at CPT/foundation level for which you can take additional coaching.

In case you have completed b.com, you don't need to give CPT i.e. CA foundation exam, you are directly eligible for CA intermediate.

CA is a correspondence course and it has no such restriction that you should study all the stages from one state. Fill the exam form as per the location desired.
