In July 2025, India’s Goods and Services Tax (GST) collections surged to ₹1,95,735 crore, marking a 7.5% year-on-year increase from ₹1,82,075 crore in July 2024, according to provisional data from the Finance Ministry.

The rise was driven by higher domestic transactions and import collections, indicating continued economic activity, although the pace of growth has moderated.

The gross GST revenue on a year-to-date basis (April-July) has risen 10.7% to Rs 8.18 lakh crore, up from ₹7.39 lakh crore in the same period last year.

Net Revenue Growth Up Even as Refunds Expand

Net GST revenue for July after adjusting for refunds stood at Rs 1,68,588 crore, registering a modest 1.7% upsurge from ₹1,65,800 crore in July 2024. This sluggish growth was largely because of a 66.8% increase in total refunds, which grew to ₹27,147 crore in July 2025 from ₹16,275 crore a year ago.

Even after the neutral monthly growth, cumulative net GST revenue for April-July 2025 increased 8.4% to ₹7.11 lakh crore compared to ₹6.56 lakh crore in the same period last year.

In net monthly collection, the growth is just 1.7% as against YTD growth of 8.4%, though partly attributed to a substantial increase in refunds. After a neutral growth in the prior month as well, the GST Council may discuss the potential measures to increase revenues in the subsequent meeting. The states, while seeing that the compensation cess is going away, are more concerned about the sluggishness in the GST collections.

East & Northeast Lead in State-wise Revenue Surge

Smaller northeastern states specified a stronger year-on-year growth:

Among larger states, Madhya Pradesh led with 18% growth, followed by Bihar (16%), Andhra Pradesh (14%), and Punjab and Haryana (12% each).

With the collection of ₹30,590 crore in July 2025, up 6% year-on-year, Maharashtra is the top GST-contributing state. 7% and 8% are the growth seen for Karnataka and Tamil Nadu, respectively.

A muted rise of 3% has been seen for Gujarat state. There is a modest growth seen for Delhi and Uttar Pradesh, i.e, 2% and 7% respectively.

Closure: For July 2025, GST numbers have shown the continued economic activity and compliance maturity. The quieted net revenue rise because of the surge in refunds, combined with the regional disparities, shows that the indirect tax system of India is entering a phase where targeted rectifications may be required to keep the long-term momentum.
