Govt of HP Divides Excise and GST Wings to Improve Efficiency in Departments

Excise and GST Wings Separated in Himachal Pradesh

It was cited by Chief Minister Sukhvinder Singh Sukhu that the state government has restructured the Excise and Taxation Department by making two distinct wings the GST wing and the excise wing.

He mentioned that the same step has the motive to ease the functionality and effectively serve the public. The decision to make a separate wing has been long awaited, particularly post-execution of the GST Act in July 2017. The initiation has been taken by the government to address the requirement.

It has been quoted by the CM for the making of separate wings to rectify the efficiency and operation of the department. He added that the distinct legal frameworks and statutory needs, and specialized training on technical, legal, and regulatory aspects would support ensuring effective performance and ease the public more appropriately. It indeed directed the workload distribution and stringent field operations.

The efficiency is anticipated to be rectified with the specialized personnel in each wing as the officers made the expertise and concentrate in their respective fields. The GST officers would focus on the assessee services and tracking of revenue while the excise wing would manage more statutory chores, acknowledging the societal impact of its functionality.

The officers at present are loaded with numerous operations, which can affect accountability and the restructuring would assists address the same problem by permitting for a clear division of obligations.

It has been quoted by CM that 38 new posts shall be made as a part of the restructuring of the department. After reorganization, the common pool shall secure 87 personnel and the GST wing and excise wing will have 718 and 632 personnel.

Already the Neighbouring UTs and states like Jammu & Kashmir, Punjab, and Uttarakhand have restructured their excise and taxation departments into separate wings, and we are now following suit. In each wing, a more concentrated approach has been ensured under this restructuring, permitting improved public services and statutory operations in the state, CM mentioned.

It will have a Direct Impact on the Distribution of Work

Provided that the distinct legal frameworks and obligatory needs have specialized training on technical, legal, and regulatory aspects would assist in ensuring effective performance and streamline the public precisely. It directed to an even distribution of workload and stringent field funcitonalty.
