Goa CM Pramod Sawant has been selected to conduct a special GOM that will concentrate on exploring the revenue generated from GST. This determination was made during the 55th GST Council meeting, which was held on 21st December, 2024 in Jaisalmer, Rajasthan.
The GST council chose that the group ought to be reorganized to sufficiently reflect its updated plans and obligations conveyed to GST revenue analysis.
The office of the GST Council appointed Sawant as the convenor in a memorandum issued on March 3, 2025.
The other members of the committee include Payyavula Keshav (Andhra Pradesh minister for finance, planning, commercial taxes and legislative), Ajit Pawar (Maharashtra Dy CM and finance minister), Samrat Chaudhary (deputy chief minister of Bihar), Harpal Singh Cheema (Punjab finance minister), Om Prakash Choudhary (Chhattisgarh finance minister), Kanubhai Desai (Gujarat finance and energy minister), Thangam Thennarasu (Tamil Nadu finance and human resources management minister) and Mallu Bhatti Vikramarka (Telangana finance and planning minister).
In the memorandum, the terms of reference for the Group of Ministers (GoM) are state-wise revenue trend analysis, including the identification of revenue patterns across sectors and regions.
The GoM must analyse the information on revenue from inter-state outward supply, review sector-wise analysis, and determine and suggest the sector-specific issues that require policy intervention or enforcement actions.
It is compulsory for the group to analyse the effect of macroeconomic policy changes and sectoral/geographical factors on GST revenue, along with the particular challenges faced by agrarian and smaller states.
Even review the outcomes of changes made in the GST Act and rules/notifications.
The GoM will analyse and suggest harmonisation of anti-evasion, audit, and scrutiny tools developed by distinct agencies to develop a unified enforcement and compliance platform.
Also, the group is obligated to recommend the appropriate measures/policy intervention for the correction of the course for the surge of revenue, specifically for the states that are facing lower revenue, as per the memorandum.
