E-way Bill Provision is Getting Implemented in GST Soon

As per the GST provisions, in case of goods costing more than Rs 50,000 it is necessary to register online, before moving the goods and also it is expected that the E- Way Bill Information Technology system will be hitting in the month of October, once centralised software platform is ready, said top official. E- way bill provision will be carried out after infrastructure for a smooth transition, registration and verification through mobile devices with tax authorities linked up.

The information technology backbone for the E- way bill system has formulated by the National Informatics Centre (NIC) and GST- Network in the new Goods and Service Tax Regime (GST).
While some changes were considered regarding the timeline provision, which enacts now a 20 days time period for goods carried away for more than 1000km from the earlier 15 days of time period.

As per the rules, GSTN platform will create e- way bills which will valid for 1- 20 days. Generation of E- way Bills will be depending on the distance to be travelled- one day in case of 100 km, 3 days in case of lies in between 100-300 km, 5 days in case of lies in between 300-500 km, 10 days in case of lies in between 500- 1000.

It is speculated that the commissioner of GST can extend the validity period of e-way bills for various categories of goods. According to the top officials “We hope the e-way bill can be implemented in three months time as by then, we hope to develop the infrastructure for the consolidated e-way bill.”

The new Goods and Services Tax Regime (GST) has been implemented on 1st July across the country, yet centralised e- way bill could not be executed as well as the forms and rules were not prepared. “The e-way bill rules may be taken up at the next meeting of the GST Council on August 5. After the rules are in place, the NIC and GSTN would develop an all-India platform for a consolidated system,” said another official.

States such as Bihar, West Bengal, Kerala, Andhra Pradesh and Odisha, has already a strong e- way bill system in the respective states. In the GST Council Meeting in last month, allows particular states to adopt existing e- way bill rules and form till built by the Central Government.

The draft E- Way Bill Provision was announced publicly in the month of April, while person who is in-charge, will take the invoice bill or bill of supply or delivery Chalan, and a copy of the e- way bill or the e- way bill number, in physical form or Radio Frequency Distribution (RFID), enclosed to the vehicle.

According to the rules, physical verification of vehicles or conveyances could be displayed on specific of evasion of tax. The commissioner officer will have to submit a summary report of every inspection of goods in transit within 24 hours and the full report within 3 days of inspection.
