The group of ministers under the Bihar deputy chief minister Sushil Kumar Modi led ministerial panel will be looking into incentivising the digital payments under goods and services tax on May 11.
West Bengal had recently raised the concern over digital payments over which the group of minister tried to discuss. In the recent discussion, the GST council comes at a point where they have agreed for the concession of 2 percent in the GST rate (tax rate must be more than 3 percent) in the case where the consumers are paying via cheque or through digital mode.
While the cap will be INR 100 per transaction for the discount. It is known that many of the states had agreed to the suggestion by the GST council but the West Bengal has raised its voice against it saying that it may affect the poor due to the cash transactional nature.
An official stated that “While 98 percent of the states supported the idea, West Bengal opposed to it saying the poor would suffer. We will discuss the concerns and hope to achieve a consensus in the May 11 meeting.”
The GoM will be submitting the reports within 15 days to the GST council which will be further reviewed by the union finance minister Arun Jaitley. The group of ministers panel include Gujarat Deputy Chief Minister Nitinbhai Patel, West Bengal Finance Minister Amit Mitra, Haryana Excise & Taxation Minister Capt Abhimanyu and Punjab Finance Minister Manpreet Singh Badal.

The union finance minister stated that most of the states are agreed to the concession still there are some states left with demands for the small negative list.
