CBEC To Accelerate The GST Refund Process

CBEC Chairperson Vanaja Sarna told that income authorities will set up the camp in the nation for a fortnight starting from March 15 to ease the exporters’ GST refund woes.

The Central Board of Excise and Customs (CBEC) has officially offered discounts to the tune of Rs 5,000 crore however as much as 70 for each penny of aggregate discounts to exporters is as yet stuck even following eight months of GST take off.

Sarna said there are occurrences of exporters committing mistakes while filing refund claims and to help them, the division has begun giving out discounts incompletely with manual intercession.

On Saturday, he said that “Now to solve it completely we have instituted a special fortnight campaign, starting from March 15 which will go on till March 29. There are going to camp all over the country so that all exporters can come with refund problem and they will be explained what their problem is, they will be asked to rectify it and then the process will be completed and the refund will be given. So we hope that by March 31 all pending refunds as far as exporters are concerned will be sorted out.”

The issue of refund is delayed over five months till now, whereas the exporters are complaining that the delay in GST has blocked their working capital.

Besides this, the revenue department disagrees that there is variation in the forms that are submitted by the exporters with the customs department and those with the GST Network (GSTN).

The GST Council on the meeting on Saturday has decided to implement the e-wallet scheme for the exporters from 1st October. Under the e-wallet program, a national credit would be exchanged to the exporters account in view of their past record and the credit can be utilized to pay imposes on input.

To ease the burden on the exporters, the Council has decided to allow the exporters to continue to claim the tax exemptions till October 1, 2018.

Therefore, merchant exporters can pay the tax at the rate of 0.1 percent on goods purchased for the export cause and can obtain the refund for the same.

Similarly, domestic purchases have been made under the advance authorization, EPCG, and EOU schemes, or are being identified as ‘coordinated export’ with flexibility for suppliers or exporters, on which GST / IGST has been paid is.

After the Council meeting an official statement also get issued, stating that the CBEC and GSTN have started detailed data analytics and the preliminary data analysis, that has conceded that there are changes between the measure of coordinated GST (IGST) and pay cess paid by the merchants at custom ports and the input tax credit for the same claimed in GSTR-3B.

The statement issued said that “It was deliberated that this information may be further analyzed and adequate action may be initiated accordingly.”

Apart from this, it has come to notice that there is also major data difference between the self-declared liability in GSTR-1 and GSTR-3B.
