A Chartered Accountant (CA) empanelled with the state government will now give free certificates to the small traders in Haryana who have less than Rs 20 lakh in annual turnover. Manohar Lal Khattar announced this on Thursday.
GST registration requires a CA certificate for small traders. They must pay some amount of money in order to receive the benefits.
Now, CA certificates will be provided free of cost to the small traders who have an annual turnover below Rs 20 lakh from the CAs empanelled with the government, said Khattar while bringing out the Vyapari Kshtipurti Yojana during a program at Haryana Niwas.
The move will take effect on April 1, 2023.

The Chief Minister looked back on the same announcement in 2019, the Mukhyamantri Vyapari Kshatipurti Yojana had been launched to give benefits to traders through insurance. This had to apply to an annual turnover of up to Rs 1.50 crore. Today, as per the scheme, taxpayers are getting insurance coverage ranging from 5 lakhs to 20 lakhs against loss of furniture, stock, and fixtures by fire, theft, and natural disaster.
The state will give benefits to only the eligible taxpayers registered as of March 31 or the date of GST registration, or at a later date under the GST. This can be done in the state or central jurisdiction. These beneficiaries should be registered on the online portal for this scheme as well. The registration money will be collected by the HTWB (Haryana Traders Welfare Board). Later, the same will be transmitted to Haryana Parivar Suraksha Nyas (HPSN), the CM said.
Further, he mentioned that in big states, Haryana comes in at the top position when it comes to GST per capita collection. And the collection is Rs 68142 crore. He added that he is feeling proud as Haryana’s contribution to the GST collection is huge, and soon a scheme for the small cart vendors will also be formulated.
