State Goods and Services Tax Bill to Pass by End of May

Many states are now in fully working mode to clear out the GST as soon as possible, and in the same direction, Bihar and Rajasthan called for significant sessions in their designated assemblies to pass the state goods and service tax bill (SGST) on 24th April next week. In the second week of May, Assam will be also targeting to pass the bill in its assembly as told by an official.

Currently, it is compulsory for all the 29 states and union territories with the legislature to pass the SGST bill withing the time frame of 70 days as before July 1 in order to implement GST as decided. GST council is holding contact with all the state representatives to pass the bill soon. A government official said that “So, all states, in enlightened self-interest, should ensure that the SGST Bill is passed soon.”

Uttar Pradesh, Uttarakhand, Manipur, Goa, and Punjab are in the queue to pass the SGST bill by the end of May in their respective assemblies. The SGST bills are very much similar to the central GST bill and will be taken care by the constituted assemblies. While SGST and CGST are in the process, another compensation bill, union territory bill, and interstate GST will also be discussed under the assembly.

Still, there are some pending bills like input tax credit, composition, transition, valuation and fitment of items in the slab rates need to be analyzed and discussed before the scheduled meetings arrive. While some of the exercises like fitment of products under the tax rates are to be done on the meetings scheduled on May 18 and 19 in Srinagar.
