The government is heading for a full proof plan for the execution of goods and services tax in India with the set up of two whole new dedicated agencies in the origin of analytics and business intelligence. The upcoming goods and service tax will be subsuming various central levies like service tax, excise duty, and state VAT and the Central board of excise and customs (CBEC) has made some necessary requirements to fit the new duty laws in field formations of service tax and central excise.
Central Board of Indirect Taxes and Customs (CBIC) which is reformed from the earlier CBEC has been doing all sorts of supervising over GST related customs activities and will assist the government in feeding the inputs for policies. There are total six members for the activities stressed in the areas of GST; IT, legal and compliance verification; investigation; tax policy; Customs and administration and vigilance and will be led by the chairman.
Human resource department sent out the information to the zonal heads for making them ac-knowledgeable for rechristening of Directorate General of Central Excise Intelligence (DGCEI) into Directorate General of GST Intelligence (DGGSTI) also mentioning that latter will be more powerful. The DGGSTI will be making a steer away from the increasing number of taxpaying base coming under the GST. Worthwhile to note, that the organization will be leading in Delhi by a principal director general being assisted with the four sub-national directors general.

A completely new perspective towards the policy formulations and in this regard Directorate General of Analytics and Risk Management (DGARM) there will be set up new verticals for business intelligence, analytics and risk management center. A new formulation of the Directorate of International Customs is destined for the dealing in the WTO issues inclusive of the tariff, Kyoto Convention and multilateral and bilateral agreements with other countries.
A letter being circulated mentioned that “It will also assist the board in functions related to the National Trade Facilitation Committee for implementation of the trade facilitation agreement (TEA) and Customs procedures for international Trade. All matters of cross- border trade through Land Customs Stations shall also be handled by this directorate.”
Additionally, The National Academy of Customs and Indirect Taxes and Narcotics (NACIN) will be a new formation of the ongoing National Academy of Customs, Excise, and Narcotics (NACEN) and as a matter of fact, these unique academies will be responsible for providing the training to the officers about the GST operation.
