The Commercial Taxes Department has started working in the way of welcoming the implementation of the Goods and Services Tax (GST) regime, which is to be done by next year.
Presently, the department has been assigned with three priority tasks such as submitting recommendations to frame the State GST Law and rules/regulations, training the appointed officials and building a back-end processing system. According to sources, the department is indulged into preparing suggestions for the enforcement of the new tax law. It will take two months of time to complete.

After the GST gets implemented, the nation will have a single GSTN portal for traders’ registration, returns submission and payment procedure. The states need to develop a processing system in order to manage the back-end tasks like scrutiny, registration approval, refund and audit of returns etc.
The states have two options- either to develop the back-end processing system with the help of Goods and Services Tax Network (GSTN) or on their own. GSTN is a non-profit entity assigned with building the technology backbone for the new tax regime.

Kerala has opted to develop the complex back-end software application on its own, has roped in the NIC for technical assistance. A software development unit will start working at the Commercial Taxes headquarters from November 1 onwards. The recruitment drive for 26 IT professionals to the unit are under way. The NIC will lead the team. A deputy commissioner of the Commercial Taxes Department has been appointed in Delhi to provide state-specific inputs for the official GSTN portal.
